- Security needs are determined within the framework of "Risk Assessment" and "Legal Legislation". These needs are met depending on their priorities and their importance in the legal legislation.
- The "Required-Sufficient" level is taken into consideration in determining the security needs.
- Long-term and/or high-cost Security needs are met by the relevant procedures (Training, Construction, Purchase, etc.).
- The concept of security can in no way justify transcending legal limits.
